Havering’s selective licensing scheme began on 25 January 2021, initially applying to private rented properties in the wards of Brooklands and Romford Town. The council says the scheme is intended to improve safety and maintenance standards in the sector, hold landlords to clearer accountability, and ensure better living conditions for tenants.
